no they werent. do your history mate. bcr were a band between 2002-2003. they released their sole album in march 2002, whereas blink-182s final album (to date) was released in november 2003 and blink-182 didnt break up until 2005. bcr was a side project of toms during blink-182 to try out a more serious side of music which was later incorporated a little more into the untitled blink-182 album.
