Any police officer who unlawfully jails a person based on a misunderstood, misused or phantom law should be required - by law - to spend twice the amount of time in jail that his or her victim was forced to. If police officers have no compelling reason NOT to violate the rights of an individual, than 9 times out of 10, he or she will.
In too many states, including my own (CA), laws have been passed which actually shield police officers from prosecution (civilly or criminally)! Assbackwards
