@TAPriceCTR The circuit breaker feeding the line interrupts all three phases at once. Initially the circuit is carrying relatively low reactive current (capacitance between phase conductors and inductance of unloaded transformers in the circuit). At that point the load is within the breaker's rating. Once the arc flashes over to another phase, it appears as a short circuit, tripping the breaker and killing power.
Like everything else, air as a dielectic strength measured in volts per inch; if you have more volts than that, you'll get an arc. In the case of air, of course, humidity plays a role as well.

@KittyRokher That's perfectly normal. When they disconnect the switch the electricity ionizes the air and causes it to heat up, so the arc is created. Some people explained it to me. Makes sense.
