I feel like Ginko is simply wearing European clothing for he has no memory of his past. He has no connection to the traditions of Asian dress and his 'curse' keeps him from being apart of that culture. So the creators wanted to symbolically separate him from everyone with his look. He is literally and metaphorically an outsider. He has no place and everyone knows that.

Yes, actually. I heard that Mushishi was actually suppose to take place in modern times, but then the author changed it but decided to keep Ginko's outfit the same because it suited him (or soemthing liek that)
