Just a thought here so forgive me if I'm barking up the wrong tree. The Police's "taking of the megaphone" seems very ritualistic and also prevents the protestor from continuing. They don't like giveng them back so how about "hiring" a megaphone?. The police would be less willing to illegaly confiscate and withold the item if they knew it was hired.
