I read on Kris Tinkle's Wikipedia that he has background in Krav Maga, which means he is trained to fight dirty. I think it would be a close fight, but Tinkle would probably gauge GSP's eyes or something. He's known to be an arrogant cheater when it comes to hand to hand combat. GSP would have too much pride to fight dirty against Tinkle.
