with how the climate change people talk is that those under clouds should be hotter than in the sun? WTF! i've never been in a cloudy region hotter than sunlit. it's seems the true cure would be have california use their cleaned waste water to water lawns parks golf courses from noon to 5 so thww mountain snow pack could be restored.
