It's about the Wicked Witch, based on the book "Wicked: The life and times of the wicked witch of the west", which shows her perspective and justifies her actions. That's why it's so sad sounding, she was good at heart in "Wicked".

@supahwicked JV couldn't be further from right about the original influence of the song. Most songs on the album (exceptions being "The Immigrant Song", "Down Where I Am", and "Tragedy Asunder") come from a book or novel of some sort.
This one is based off of The Wizard of Oz.
Other novels that influenced songs on this album are The Dark Tower (series), Moby Dick, Lord of the Rings, the Picture of Dorian Gray, and The Silmarillion. Those have all been verified in various interviews.
