Look up the definition of Welfare, 9 out of 10 times, Health is the first word in the definition. Prosperity and Well Being being the second and third.

@AMXhotrod Before you tell someone to look up the definition of a word....make sure that word has the same meaning it had in the 18th Century. BTW. It DIDN'T say the WELFARE of the individual. It said the "General Welfare of the United States"...then gives the 18 enumerated rights that the Federal Government was limited too. You cannot apply modern definitions to the Constitution to distort it for your purpose. If you want a change...Amend it.
