In that statement God himself chose to put man in charge concerning the earth. This means that man is responsible for what happens on earth. God has decided to operate on earth through righteous men aligning themselves with His will. Let's look at the scriptures closer before we ridicule pastors.

When you ask someone for something, you are giving them permission to give it to you. Jesus said "Behold, I stand at the door and knock, if any one hears my voice, and opens the door (give permission) I will come in and eat with him. Why didn't Jesus just kick in the door? Dr Myles is simply saying that: (let me quote your own words so that you understand) " if God wants to heal someone through us...." and we doubt, that doubt, or lack of faith we feel, is us not giving God permission to heal that person. If we have faith and do not doubt, then we are giving in to God, thus giving him permission to work through us. I think its yr wrong understanding of the word PERMISSION that Dr Myles used that confused you. Dr Myles simply simplifies so we get it.
You totally misunderstood Myles statement, if all you watched is the portion of the clip you present. Please search for where Myles explains the whole meaning of prayer, basically, that God put man on earth to be its steward and manager. Although God owns earth, his dwelling place is heaven and he left mankind to manage earth. If mankind do a messy job, earth will be messy. If man chooses to keep God out of his work on earth, that defines the character of earth. Prayer is when man involves God..
