You pretty much have to practice fast sections like that in as many songs as you can find them and learn the bass rhythm. If you have Rock Band 1, you can practice on Outside or Run to the Hills, and you can practice with Everlong on RB2. You can also take it into practice mode and just run the section over and over again until you get can hit it consistently. If you aren't fast enough yet, just practice it a few times every day and you'll build up the endurance and strength.
