Does the liquid liner maybe flake or rub off when an eye lash curler is used?

I used an Eye lash curler everyday and I use Covergirl steleto liquid eye liner and if you put on too many layers ( I use 2) it flakes and rubs off, Especially when I use the eye lash curler.
