Giuliani was elected mayor 8 months after the first terrorist attempt on the WTC. In that time until 911 he took no interest in any counter terrorism programs for the city of New York. Doesn't sound like a hero to me, sounds like something much worse.
My biggest concern for Rudy is that he help botch up any investigation of the 9/11 attack as for how the building went down. In every fire their is a forensic study, and a matter of procedure and a clear mind.

Giuliani single-handedly saved New York City (well before 9/11). He lost a narrow race in '89 but came back and won in '93 and was re-elected in a landslide in '97. He worked in Reagan's conservative Justice Dept but had to tack left as mayor in order to get important issues (crime, quality of life, etc) taken care of.
