I recognised it straight away. It's quite strange, it's an entry in the "Music 2000" competition on Peter Serafinowicz's - Look Around You (second series). It's clearly been "remixed" though; all the entries were intentionally pretty dire, it was a comedy program spoofing Tomorrows World :)

When you speak of a population crisis, thats in regards to the consumption of earths resources. You should see the photos taken by astronaut Williams on the space shuttle. Some of them are taken at night and show the energy consumption of each continent in the form of lights. The USA and Europe are the top energy consumers. Africa and Australia are last. The crisis we seem to have is that there are too many rich people. The poor and hungry consume a small fraction of what the rich consume.
