This is only for the weak litte defensive backs, especially corners. Most of them just want to make big interceptions and defend the pass. If you're a big d-lineman or linebacker, you just lower a shoulder and explode on the ball carrier.

And it's really not of stopping completely because otherwise, it's true that the full-speed of the player carying the ball will break your face

They stress the arms back so that kids hit with the shoulder while learning to tackle.  Young players have a tendency to want to make first contact with the hands - grab jersey. That's why you stress arms back...in cocked position.
