we call them a line-lock. If you have a manual car, Just drop the clutch with your foot on the brake and throttle, then hard brake and full throttle. EAsy.

Brakes have a forward bias. The rear will be engaged but are no match for the engine horsepower and will not be able to stop the rears from spinning (rear wheel drive cars only)

If I haven't read wrongly, the driver's got to apply pressure on the foot-brake to the point such that the front wheels are locked but the rear wheels can still rotate.

You dont need a system to do it, you need some skills with your left foot, but the break lock is a simpler way to do it as you apply breaks to full, hit the switch and let go the break pedal, the front wheels are still locked but the rear tires are now free to move. hit the switch again and the pressure relief valve opens up and you have breaks back to normal.
