Well first off there aren't enough character slots for any normal room, and second that is too much for the PS2 too handle.

@mastercheifcontroler PS2 has 32MB of RAM. Each character in this game can take up to 2. (This is rare.) And The map up to 8. (Also rare.) Add in particles, HUD and sound, you would get well over 32 for that request. Additionally, if it maxes out, it will erase some stuff to prevent the possibility of overload next frame. So on average you should never use more than 29MB.
