It is not an eyeshadow those are loose powders that you apply before the eyeshadow to stick in the eye :) I always use a foundation called primer potion by urban decay, it really works amazing :) you should try it

I know you asked Emily this but I thought I could give you a helpful answer hehe. It might be the eyeliner that you're using. I know with me, my eyes water a lot so I have to use eyeliners that go on very very smooth and easily otherwise tears will flow and it is not fun...it won't stop for the whole day. I like Urban Decay 24/7

I so agree..lol...I stay away from the shimmers with my 40 year old eyes..!..Well maybe the corner and below my brow...but nothing in around the general eye area..haha..and especially not underneath--No powdery concealers either-what-so-ever..
