You don't need to worry about giving omiyage so much especially if you are a foreigner.
Moving-in omiyage is not done so much lately especially at apartments. So your meighbors must have been surprised. Getting okaeshi when you move is what I have never heard of. So that indicates 2 of your neighbors felt grateful for yours.
My view of living in Japan is "when in Rome". I live in Japan and just because I am foreign doesn't mean I want to disregard the major customs. The JET Program want us to be above and beyond and to try to experience the customs. This program is not only about teaching but also about cultural exchange. As for the okaeshi, I wanted to get a chance to talk to my neighbor again since my brain flopped so much when she came to introduce herself! ^_^
