Piccolo and Goku wouldn't be able to fuse because of their different power levels. In order to perform the Fusion Dance and merge into one being, the two fusees must have the exact same power levels.

When and where did Goku learn the fusion?

If it was during the time he spent traveling through space after beating Frieza he should've used it in the Cell Games...I'm sure a fusion between him and Vegeta would be more powerful than SS2 Gohan...even before any of them got into the Hyperbolic Time Chamber...needles to say that after Goku had spent a year and Vegeta two years inside they'd be far above Perfect Cell if they fused into Gogeta.

Goku used the Spirit Bomb against Vegeta,against Turles and against Frieza.

Before turning Super Saiyan,Goku made a Spirit Bomb and threw it to Frieza.

It actually hit him,but Frieza survived and wasn't too badly damaged because he could keep on fighting.

When Frieza showed up on top of a hill after the Spirit Bomb he shot Piccolo and killed Krilin...which made Goku turn Super Saiyan.
