Jack Blum has a good point, in this case, where, apparently, UBS representatives encouraged US citizens to effectively smuggle earnings out of the country, or at least offered a way of doing it, that's fair enough. However if they disclose the 52,000 bank accounts in question what mechanism will be in place to ensure the US authorities do not obtain access to information not relating to US based business activity? Will they allow UBS to filter it out- I somehow doubt it.

The Swiss don't care about the US clients because they account for less than a quarter of their clients. The Russians and Arab countries send all of their money to Switzerland because of the stability and since those countries have virtually no income tax, they don't pressure Switzerland. The Swiss are cutting their loses.

I am Swiss and have lived in a few countries to be able to compare and have live in CH long enough to know the people.
