"may not consider race, color, or national origin in implementing the requirements of this subsection except that which is permitted by the United States or Arizona Constitution." The problem with this wording is that there is no way of telling if one is an illegal immigrant unless they first go "hmm. s/he look's Mexican." This, despite the wording, ultimately requires racial profiling to occur. It doesn't matter how you word it. It's inevitable and therefore ineffective!
