@XNightxAsphyxiaX from what I've read, he was only a shadow of the man who was Toulon, being reanimated like his puppets, by his puppets. His only real drive, after being resurrected, was to be with his wife. I think in order for this magic to work it takes their essence and drive in life at the point of their death and uses those emotions and memories to animate them in their new body. But it's only a shadow of what they really were, hence the puppets.
