So... the builder never knew anything? even when he was digging the foundation, service lines, test pits..... nothing? Really? I call BS.

Woe I would definetly get me a lawyer you telling me the county never knew about a landfill or just some illegal dumping ground I know that there are places like that in pasco I don't believe this citizen should have to pay to clean up years of illegal dumping. If anything the former land owner should be responsible and that probably is the county or state.
