Sweden started to use camo-cops (or "undercover police" as you say) in 2004, the same time Finland did.

And even if they were to be real, no police goes out on duty in some workout gym's baggy pants and waves his hands in the air "WHERE ARE YOU GOING?!" towards the suspect.
