nothing are forbidding to RX HAM or all not CB bands without HAM license, but it's not recommended to use TX without license.

I don't know good what the situation with freeband TRCVR in CB band, but in Lithuania without license you can use freeband TX in CB, but you just need to reduce TX power (4W)

Yes, why not? If you use the Clarifier, it is no problem. But it is not allowed to use this radio for CB in the UK & other european countries! 73s!
