Why would you need parental permission to join Bo Jackson's fan club? Was it a scam, or was Jackson somehow "controversial"?

Haha, I remember an outfit I wore back in the early 90's when I was eight, A black t shirt with a florescent pink outline of mickey's face, a blue denim skirt and bright florescent pink socks with white sneakers. I thought I was so cool haha, those were the days =) Also, remember the black leggings with either the lace bottom or foot straps that girls wore with the baggy tees tied at the hip with those plastic discs? Haha, I so had those too =)
