Well a boy singing high is pretty rare. Also his normal voice is already pretty high. Even if you can't sing very high what makes a singer good is the range of there voice.

Imho adding anything to your voice affect wise (vibrato, emotion, heat) does not have the same affect that it could have (has well has limiting the songs that are singable.) if you have a two octave range, as it does with say a 3 or 4 octave range. Agreed to many people put to much into range, but it is important. Yeah you can be a good singer with a 3 vocal range has long has you only want to sing modern music, or other music with that has an acceptable range. So, no opera.

i'm not sure exactly what you are trying to say but if you are singing classical opera you don't need a huge range because everyone fits into a specific range bass, baritone, tenor, alto etc etc.
