I love World in Conflict, i think its one of the best games in its class but its old considering the hardware you are using, maybe use a game that is native to DX10 since you are using the GTX260M, so having 27FPS isn't that big a deal even on full setting considering the CPU is a very good.

your should have checked it with a newer game, amazing detail regardless of the benchmark

It does degrade after a few years, some more than others. If you have stock paste then it most likely needs reapplying and your fans probably need cleaning too. For new paste I recommend MX3.
