They don't fight because of a cease fire, but they have no peace treaty, therefor they are still enemies. However, China allied themselves with the North since the beginning of the Korean war, and it is the job of your allies to secure your well being. So, if the North is starving, it is China's duty to help its ally.  Therefor, China is the "mass murderer."
