The Missouri state budget for FY2009 K-12 education was about $5.4 Billion dollars (from all funds and not counting local spending). An F-22 costs $360 Million dollars. So it's just about 15 F22s - although the F22 is reuseable.

I think you meant ram-jet. The SR-71 engines are turbojet only until speed, and then it became a ramjet. At Mach 3.2 the jet was almost 4x more fuel efficient than at Mach 1

Nope not really. There is nothing that can replace the power and ability for speed a turbofan at this time. Spending billions of dollars researching replacements for it is a moot point as simply put, the technology doesn't exist, and no research into alternative atmosphere breathers exists. Remember stuff like scramjet, ramjet and similar technologies still need to be accelerated to the proper speed to become useful.

There are "black" projects outthere that wont be revealed for years like the the F-117, U-2, SR-71, and the B-2 ect. When it comes to technology - there are no limits.
