Savion's not really a tap dancer, he's a hoofer. Both are amazingly hard to master but there IS a difference.

Tap as defined by say Gene Kelly or Fred Astaire is more about the entire body, arms and all. Hoofing is more centered around the feet and the percussive sounds they make (i.e. they dance from the waist down). If you can find it, watch Gene Kelly and Donald O'Conner in their "Moses Supposes" number from "Singin' in the Rain" and you will be able to see subtle differences in their movements.

To say the slightest, I wouldn't call him a hoofer. He is a tap dancer. Plain and simple. Some people use their body more than others, and in this movie, there are basing his movements in a peguins perspective.
