i acutally things coz of the public is not accepting cents, that's why the pressure is added towards bank which they need to process more ... then that's why they need to imply fees on the handling.... and I don't think the citizens not care about cents and ok to use dollar as the unit... sure on the low incomes, it's just that no one is accepting and forcing them to pay more without any choice!
