These are legal in America and an excellent safety feature, but very few cars have them. Even fewer American drivers know what they are used for, so it is common to see Audis and Volvos driving around American highways with the rear fog light always on, except of course when it is foggy.
Mercedes also have that one rear foglight

Some vehicles will have two rear fog lights, spaced equally apart and at least 100mm away from any brake-light, most will have one only.
If a car is LHD or RHD, a 'single' rear fog light will be on its driver-side.
Standard taillights are useless when in heavy fog, torrential rain, dustorms or in bushfire smoke etc conditions.
The rear fog IS the worlds 'primary defence' against having the inattentive running into the back of your car.
Spec: US= SAE J1319, or World= UNECE 38.
