His voice is fine -- it's just he's a little flat on the beginning. It's probably because he's playing in a key he usually does it in while worshipping with a band, but here he's kind of in a softer, more conversational mode in a small studio. It's hard to sing in your usual higher keys when trying to sing softly. If you've heard Tomlin sing this song on the CD version (or heard him sing other songs in concert live), you know that there's nothing wrong with his voice at all.

Funny you partially quote the book of Revelation yet deny it's author's own testimony of the power of Jesus' blood for the propitiation for the believer's sins.
