no this is Japanese from a show called "Kasou Taishou (Human Art)".  It's one of the winners through out the 30 years that it has been on air. It's a talent show where many enter and get rated from 1(poor) to 20(best). Just youtube "Kasou Taishou" and you'll see some of the better winners out there.

His act probably was thought carefully and well planned. It was obviously very educational, an attempt to create a magic tricks but its not.
