He is talking about giving more money to the freedom corps, peace corps, etc. He is saying that these programs, which are comprised of civilians, are just as important because of the goodwill they create, and they create improvements in diplomacy between countries. He is talking about giving more money to the freedom corps, peace corps, etc. He is saying that these programs, which are comprised of civilians, are just as important because of the goodwill they create, and they create improvements in diplomacy between countries. There's no need to speculate on what he was talking about by listening to a 37 second clip from a 30 minute speech.
If you watch the whole speech, before making this statement he clearly stated that he was talking about the U.S. Foreign Service (of diplomats), and increasing America's national security by increasing DIPLOMATIC efforts in the world, rather than using military force alone.
