I have GSDs my whole life and the loss dog is doing normal GSD wanna play bark. The one on the leash if you had released would have done the same and off they would have gone playing.

Actually if you know anything about dog training, the second dog is restrained by a leash where the first is not. This restraint places a dog in a defensive posture due to the inability to move and use appropriate body language. The tighter you hold the one of the leash the worse it gets. If both had been properly introduced instead of this crash and burn inappropriate method there would not have been a barking fest.
