That looks like the masterclock is correcting the slave clock to the correct time possibly after a power cut or an adjustment by the clock owner.

Thats exactly what it is. Reminds me of the Standard slave clocks we had in high school after a power outage. That minute hand looks a little sloppy though. :(

That is normal on big clocks with heavier hands.
