shit I was looking out my window just now and....I SAW THE SECOND GHOST! it was sitting on a telephone pole, it was black, it had wings, and it was leering at me with an evil glare and cawing in a blood curling voice! Then I reached for my crucifix and threw it at the ghost and amazingly, it flew away. Thank heaven I had my crucifix with me, that bastard was about to eat me alive!

The people b the bus are obviously there for cleanup. Hence why the guy is holding the broom. Cars are still using the road and they are getting rid of hazards. The Black forms are on the window of the traveling vehicle; they appear only as the camera turns far enough to the left and stay in the same relative place as the camera continues to turn left and then back to the right. You can even see a third in the bottom right during the slow-mo.

Yes, any camera can capture paranormal activity, not everyone can see it. But the burned body that looks like it's standing is very unusual too, wonder if he saw it, although just because it shows up on camera doesn't mean he can see it like you said.
