@ModeratorX, Not meant as an insult but you have clearly never driven an 18-wheeler. If you let a truck get ahead of you on a grade it is IMPOSSIBLE to down shift. You have to rev-up 400 RPM to down shift. If you are at 1900 and your are governed to 2200, and you don't have enough braking effect to get it back down, you're hosed. You have to go down grades correctly and never let the truck get ahead of you.

If you were in a vehicle that for whatever reason was out of control, then self preservation kicks in, in the form of adrenaline and you would press harder on the brake pedal in an irrational belief that that action would save you.

The state or county, whomever engineered this runaway ramp shows how not to engineer one. Usually these ramps have a smoother gradual slope with progressively deeper sand or gravel to help allow the vehicle to safely stop. When this truck flipped it sounded like the cargo was a load of china or glassware.
When you hit one of those truck ramps, thats usually the last resort mainly on down grades. That's when you mainly see those is in mountain areas. His brakes was out, and the runaway truck ramp is used as a last resort stopping agent. Usually when you hit those, there is no smooth safe stop.

@kbihn well shit for brains, in Britain we also have runaway traps for vehicles that have lost their brakes, but strangely enough none of them have heaps of gravel at the end to arrest your progress, also, the panic reaction of normal people kicks in and you don't take your foot off the brake pedal just because you have caused brake fade by irresponsible driving on a hill so his brake lights would still have shown.

this happened in jim thorpe pa while the local news was filming for a segment on how dangerous the ramp was for anyone who really had an emergency. 1) it is on the side of a very steep mountain road 2) it shouldnt have had those huge piles of stone but thats what the state thought was best in the 60s or 70s when constructed 3) the truck was a few tons over weight (the co. make transmission parts) 4)they have since corrected the ramp by grading it in the opposite direction with all that stone

These ramps are typically designed for big rigs that have the potential to loose breaking action on air equipped breaking systems from the extreme heat created from over using those brakes while descending long and extreme grades. That heat built causes the brakes and related components to overheat and become ineffective in slowing the truck down.
Since the switch is at the rear of the brake pedal, the brake lights would be illuminated as long as the driver was braking
