The police buildings are actually not far away from the high school that my ex-girlfried went to, and the streets in the video are just in front of my home.

You're wrong. Every countries have it's own special police department to deal with serious crimes. It's just for keeping the safty of the sociaty.
BTW, what's wrong with communism(it's actually socialism)? Most Chinese don't think it's bad system. The problem that China has is they don't have a good leader or government. You have to know that, they're tons of capitalism or so-call democratic countries are poor or worse than China.
