I think China is just trying to insure it will have another generation of cheap workforce to continue the development of Beijing & China.
If they drop out of school early with limited qualifications, then they are ideal to follow in the footsteps of their parents and stay low-paying migrant workers.
You have to ask yourself, why else wouldnt they give them the same opportunities as other citizens?
@henrooo There aren't enough jobs for 1.3 billion Chinese is why. Maybe,300,000,000 can liv in the cities and enjoy prosperity. But 900,000,000 are living in the rural areas of China on $2 a day. The rural dwellers can not even travel to see the beautiful cities built by the Chinese communists. The Communists are trying to provide prosperity for all the people there, and it is imperative they show progress or the dam of people may just overrun China

People who remember the great leap forward and the cultural revolution. Tens of millions of people died in both of those Chairman Mao experiments. And still the communists revere Mao.

China is ranked lower in terms of its "Corruption Index" compared to "democracies" like India and Russia
