its a type of effect called delay you can pick up a single effect pedal for around 50-100 bucks for a decent one. or just go for a multi fx pedal like i did. the exact type of delay used in the song is called pingpong

DUDE! You know what's crazy? I really hope this happened on accident but thats the exact same tuning that the kid uses in August Rush in the slapping scene. I figured it out for my guitar and searched it and this is the only other place it has shown up. How awesome is that?

i think it is literally an octave lower. give or take a note. if you wrapped it around the post enough while tuning it then it shouldn't be a problem.
