i think it was because of vince russo, he wanted to make wcw more like wwe/wwf. i could be wrong, but vince was the worst thing to happen to wcw, even worse than when david cox (i meen) arquete winng the wcw world title.

the 99 ladder match. i've never seen that one but heard nothing but great things about it.

Simoly because the other matches on the card excluding Jarrett vs Dustin Rhodes sucked very bad,Russo booked 13 matches in 3 hours only,which means the average length of a match was 4-5 mins,plus the main event was only 12 mins with a second version of Montreal while the powerbomb match was a flop,so the ladder match pretty much stole the spotlight there really.

Both in 1996 and 1999 Jarrett defeated Benoit,

in Starrcade 1996 it was a normal match for a place in the Horsemen while in Starrcade 1999 it was a ladder match for the US Title(it was the PPV's best BTW)
