I agree that it sounds more political, but if it was intended to be why would they have remade it for eMOTIVe? Thirteenth Step is an album about the story of a man (or perhaps the collective stories of many people, hard to tell) going through rehab (12 steps of rehab, 12 songs, although they don't really match up perfectly). The title, Thirteenth Step, suggests a very "what happens now" feel. Like, "I just beat my addiction, they took away everything I knew, now what?"
