I was intrigued enough to look into this and found that the investigation showed that he had gone outside and held the gun to his own head and threatened to kill himself and the gun discharged then. This video is deceptive in that it purports to be seeking to get information in a coverup. The incident was written up by Charleston papers, the cop lost his certification. People don't usually go to jail for trying to kill themselves. The questioner is a whiny bully with a chip on him.
