You can't just encase the oil pipe, as the pressure build up from doing that could blow a hole ten times the size of this one into the bottom of the ocean, then you're left with a problem ten times bigger to deal with. Now it can't be crimped, put the fix I had suggested in my video would work if they try it, but they are stuck in the realm of greed and trying to retrieve the 200,000 barrels spill at.
