A president is human, but (s)he also is supposed to represent the nation and be tough and qualified for the job.

I didn't blame Bush for climate change existing. Obviously there are many factors, but it is undeniable that human activity has an impact on the rate at which climate change is happening. Please read my comment carefully.
I was suggesting that if Bush had recognised climate change as a legitimate phenomenon to be tackled, then millions of lives would probably be saved in the coming decades.
