There's another variant of this one out there. After the logo settles into place and the "Home Entertainment" comes in, those words fade out a few seconds after the fanfare is complete. Also, the 1995-1998 Fox Video Logo has more searchlights than that of the 1993-1995 logo (you have to look really closely at the former, as the latter only has 2 searchlights, as seen on the print logo).
This logo isn't rare, it just wasnt used in the US :P

The DVD version is just the tail end of this animation, with the logo zooming out and "Home Entertainment" coming on. there's no music on that version.
The North American version of this logo was nicknamed "The TCFHE Zoom-Out"...reminiscent of the late 1960s-mid 1970s Paramount TV logo when played in reverse.
I'm the one that originally uploaded this to CLG, Morality124 has obviously downloaded it and uploaded it on here. It's from a Simpsons PAL VHS release in 1998. This logo was very common back then.
